Clarify And Define The Paradigm Of Public Administration

Since Kuhn throw the academic concept and theory "paradigm" for the first time, the public administration scholars have also from the "paradigm "perspective on the development of the discipline of public administration research. They are a matter of opinion, put forward many different types of public administration paradigm, including the many differences and even the oppositions, lacking of a clear unified view. The chaos of public administrational paradigm due to many scholars do not understand the meaning of administrative paradigm theory, but do not see the flaws inherent in paradigm theory. They confused paradigm with a model in general sense, with the research approach and research stage. We conluded Kuhn's paradigm theory and the integrated newcomers Lakatos's methodology of scientific research program to re-define the term "paradigm" concept, thus to clarify and define paradigms of public administration, and explored the true existence of the three paradigms of public administration:efficiency of administration, fair administration, democratic administration, which has important theoretical and practical significance.
