Study On Japanese Bureaucracy Reform Under The Perspective Of Transitional Public Administration Paradigm

Since the 1980 s,“Abandoning bureaucracy” has become a loud slogan.The rational bureaucracy paradigm,which played an important role under the background of western industrialization,has become a synonym for inefficiency and anti-democracy and been widely criticized and questioned.At the same time,marketization oriented new public management paradigm arose at this historic moment and triggered a global wave of public administration reform.As the “East Asian Miracle”,Japan was also involved and started to reform comprehensively it's bureaucracy based on the rational bureaucracy paradigm.How could Japan make decisions in the two paradigm conflicts and try to get rid of the dilemma of bureaucracy? It is worth our deeply research.Through the perspective of the change of the Public Administration Paradigm,this article tries to explore how Japan got rid of feudal bureaucracy step by step and set up a new one under rational bureaucracy paradigm,and makes a comprehensive analysis of its characteristics and effects.On the basis of summarizing and analyzing the predicament of rational bureaucracy and the emergence,characteristics and limitations of new public management paradigm,this article makes an in-depth study of the background and path of bureaucracy reform under the impact of new public management in Japan in 1990 s,and tries to summarize it's achievements and shortcomings.It is concluded that the essential characteristics of the reform are the conflicts between two administrative paradigms,and the new public management paradigm does not replace the position of the rational bureaucracy paradigm.Drawing lessons from the experience of the reform of Japanese bureaucracy and based on the analysis of the current situation of the lack of ration in Chinese bureaucracy,it is recognized that the current paradigm choice of public administration should be to build and surpass the rational bureaucracy.In this way,the path of administrative reform suitable for our country is put forward: With the combination of the political leadership,civil participation and legislative promotion,By optimizing the organizational structure,improving personnel system,transforming government functions,and building transparent government,we could reconstruct the bureaucracy in four rational ways,so as to build a bureaucracy to adapt to the current development situation in China.
