Exploration On The Armed Police Hydropower Forces Accomplishing The Mission Of Emergency Rescue

In recent years, with the frequently happening of serious natural disasters in the state, the crisis management of the natural disasters to which the party committees and governments at all levels have to face is increasing. The key aspect of crisis management is to strengthen the construction of emergency rescue teams and improve emergency response capabilities. The armed police hydropower forces has been incorporated into the national emergency rescue system integrally since July 1, 2009, it is a significant decision made by the State Council and the Central Military Commission based on scientifically analyzed current emergency management situation and the globe perspective of the national construction.This essay started from the theory of crisis and crisis management, firstly, introduced the meaning of crisis and crisis management to the point, then, briefly reviewed the history of the armed police hydropower forces in the emergency rescue of serious natural disasters, empirical analyzed the measures taken by hydropower forces in the emergency rescue mission, following by listing 6 cases that have profound impact. Thirdly, deep analyzed the characteristics and regular pattern of hydropower forces in accomplishing the emergency rescue mission, combined with the development process of hydropower forces and the practice of assuming the task of building and participation in emergency rescue over the years, especially with this year's hydropower forces to participate in Changkai embankment closure wars as a success case, and discussed that hydropower forces played a backbone role of accomplishing the emergency rescue mission. Finally, the author put forward some corresponding measures on how to perform it's duties and mission more effectively. The suggestion on how to complete the collaboration and precaution mechanism of responding serious natural disaster crisis, and how to strengthen the armed police hydropower force as "national team" or "professional team" in point of the emergency rescue, which will provide as reference to improve crisis governance mechanism in the present and build a strong specialized emergency rescue teams, it definitely has practical and far-reaching significance.This essay has six chapters. The first chapter mainly states the background, significance and method. The second chapter involves literature reviews, and defines the related concepts. The third chapter briefly reviews the historic stage of the hydropower forces in several emergency rescues. The fourth chapter, combined with actual combat and using the theory of crisis management, analyzes the basic characteristics and regular pattern of hydropower forces in the construction of emergency rescue capabilities. The sixth chapter puts forward some corresponding measures to strengthen the construction of hydropower forces in emergency rescue from the aspects of troops itself and external environment based on the current national mechanism of crisis management.
