Research On Emergency Rescue Capability Construction Of CAPF Hydropower Force Under The Background Of Military And Civilian Integration

China is one of the most serious natural disasters in the world.There are many kinds of natural disasters,which have high frequency,widespread distribution and serious losses.China's disaster prevention and mitigation is also facing the special dilemma of highly populated residential areas and high risk areas of natural disasters.A disaster can cause more casualties and greater economic losses.In view of the frequent disasters and huge losses in China,it is urgent to establish a strong and complete national emergency rescue system.As an avant-garde force of national emergency rescue,the Armed Police Hydropower Force should play a greater role in the national emergency rescue operation.The 19th National Congress of CPC made it clear that the reforming of national defense,science and technology as well as industry should be deepened to form a deep development pattern of military and civilian integration.As an active cadres of the Armed Police Hydropower Force and through the large rescue and relief operations in recent years,I have deeply realized that there are many problems in the battle commanding,equipment and personnel management,joint military coordination operations and other aspects.Our emergency rescue abilities need to be improved.Taking the Armed Police Hydropower Force Stationed in Guangxi Province for an example,through the deep analysis of a classic case of Armed Police Hydropower Force to participate in emergency rescue,combined with the characteristics of armed police forces emergency rescue,using the related theory of public crisis management,this paper summed up the armed police forces emergency rescue policies of four words:"fast","unification","urgency" and "agility".On the basis of the emergency rescue cases,analyzing the existing problems and causes of the Armed Police Hydropower Force on the emergency rescue,this paper proposes some rescue measures for the construction of the Armed Police Hydropower Force from personnel thought,legal system construction,system optimization,implementation,management and personnel readiness equipment delivery,military training,security system and other aspects.
