On The Governmental Behavior Choice In The Development Of Non-government Organizations

Jiangmen is one of the economic center in the Pearl River Delta of Guangdong province. After 1990's, with the development of Jiangmen speed faster overall. Non-government organization, its development is rapid rise effectively to make up for the market and government failure to the development of society and economy in Jiangmen, and to the construction of "Harmonious Jiangmen". But the development of non-government organizations in Jiangmen is still in the primary stage and faces inside and outside influence of unfavorable factors, its due role has not get effective play. It has become an important task naturally that the non-government organization as a public management partner, local governments should take what role and make what behavior choice to more conducive to own development and improve the efficiency of public management in the process of the development of the non-government organization in public management areas. This paper is to study it as the main line.The paper consists of five chapters.The first chapter, introduction. This chapter illustrates the theme, the research theory value and practical significance, reviews the related literatures and clear out the definition of the concept, then indicates that this research method, the logical frame and possible innovation places. The second chapter, the theoretical basis of non-government organizations. As the basis of the research, this paper analyzes non-government organizations and the basic theory of existence and non-government organizations in the history of the development of this context. The third chapter deals with the origin and development of non-governmental organizations in Jiangmen. A questionnaire method is adopted to learn about the degree of people's cognition to non-governmental organizations and its'function for Jiangmen's development is analyzed. The reason why the development of non-governmental organizations need the promotion from government include the following four aspects: the cooperation between non-government organizations and government is non equal; there is leak of management system and difficulty of running caused by double management systems; there exists an epistemical warp of non-organizations from government; there are faults in the transformation of government functions. The fourth chapter, nongovernmental organizations developing influence government behavior choice of factor analysis. This chapter basically to answer such a question: the government behavior choice by what factors? Such as, law factor, must respect the law and administrate according to law; the government's own ability factor, the government administrative management ability is very important; administrative and cultural factors, the third sector maturity factor. The fifth chapter, research of the practical path about the governmental behavior choice in the development of non-government organizations. Undertake the above analysis of the chapters, this chapter considers that non-government organizations in promoting the healthy development of the governmental behavior choice, the practical path is: transform the government management ideas, turn "prevent" into " standard "; discard the management system, create double registration system; crack the dilemma of the third sector, focus on fostering civil society; strengthen the supervision of the third department and build five defensive systems.
