"PRC Administrative Licensing Law" was promulgated administrative rule of law in China a landmark event. The introduction of the law enforcement practice for our permission to provide a more clear legal basis for the deepening of China's administrative reform, with a very positive sense. However, the Act from July 1,2004 since the implementation in practice, also exposed many problems, the causes of these problems led to both quality factors, including legislation itself, there are obstacles from the law enforcement environment. Based on this, this paper intends to question the implementation of administrative licensing study, the corresponding solutions.In this paper, the following four aspects of analysis and argument:The first part is the meaning of administrative licensing, nature and function of discourse, introducing a variety of domestic doctrine, in theory to express their views. The second part of the legal system from the physical, procedural rules and the status of implementation of the law reveals three aspects of the "Administrative Licensing Law," there is a range of issues. The third part of the administrative licensing system for introduction of foreign, mainly U.S., UK, Germany and Japan Administrative Licensing Law and the assessment system was introduced, with a view to the improvement of administrative licensing system to provide reference. Partâ…£discusses the improvement of China's main administrative licensing system, eliminate the legal barriers to implementation of countermeasures. This part of the main ideas from the updated administrative licensing law enforcement, improving administrative licensing entity the legal system, improve the administrative licensing procedure rules, strengthen the building and improve the administrative licensing and supervision mechanism, five fronts.
