Research On Integrated Traffic Law Enforcement In Chongqing

As one part of public reform, the system reform on integrated traffic law enforcement in Chongqing has been on for 17 years, especially in the recent six years the reform on integrated traffic law enforcement, Chongqing Traffic Law Enforcement Team as a symbol, has made great contributions to the economic and social development in Chongqing, provided a reference sample for implementation of the traffic law enforcement in other provinces and municipalities and accumulated useful experience for the reform on the state's administrative system. However, there are still many inadequacies in the reform. The author takes the integrated traffic law enforcement system in Chongqing as the object, focuses on specific performances of integrated traffic law enforcement pilot in Chongqing in recent three years, makes evaluation on the actual roles and advantages and disadvantages of the integrated law enforcement with regard to the different opinions proposed by different parties, clearly defines the future of the integrated traffic law enforcement, proposes efficient methods for the functional adjustment and transformation arising from the integrated traffic law enforcement and forms specific thoughts for the next work of the integrated traffic law enforcement so as to have Chongqing early establish the mature and country-leading integrated traffic law enforcement system.With e view to grasping more detailed materials, this paper first consults Statistical Yearbook and relevant materials, based on the practice of the integrated traffic law enforcement in Chongqing and reviews the practice thereof from law, politics, economy and history and other perspectives. Secondly, this paper summarizes and puts forward many problems in the integrated traffic law enforcement in Chongqing by the empirical analysis method and on the basis of the materials provided by the state Statistical Yearbook and Chongqing transportation yearbook. Thirdly, this paper, on the basis of the author's professional knowledge and practical experience and from the current administrative rule and system, law enforcement by the officer, set of the organizational structure and quality of the law enforcement officer and other aspects, analyzes the reasons for the problems and proposes rough solution thoughts from the current systems and regulatory systems, paving the way for the proposal of the solution measures. In addition, this paper takes the comparison and analysis method, compares the status quo of the traffic law enforcement with the current traffic law enforcement system and measures in Britain, the United States and other developed countries and the integrated traffic law enforcement system in Chongqing with that of the leading provinces and municipalities in China, and combs and summarizes enlightening experience, hoping to provide reference and consultation for the reform on the current integrated traffic law enforcement system in Chongqing.
