The reform of integrated agricultural law enforcement system,as an important component of the reform of integrated law enforcement system,is a significant measure to solve problems such as overlapping law enforcement,repeated law enforcement,and low law enforcement efficiency in the field of agricultural administrative law enforcement.However,“what and how to integrate” has always been a dilemma for the reform of integrated agricultural law enforcement system.Since the implementation of the reform,various explorations and practices have been carried out by localities in accordance with the overall requirements of national reform and their own conditions.It cannot be denied that the reform has achieved some results.Nevertheless,the problem of “what and how to integrate”,which has hindered the further advancement and deepening of the reform,remains unsolved,and still seriously affects the improvement of the integrated agricultural law enforcement system.Since the implementation of the reform of integrated law enforcement system in 1996,China has successively issued relevant laws,regulations,rules,and other normative documents to guide and regulate the it.In 1999,the reform of integrated agricultural law enforcement system was launched,for which the Opinions of the Ministry of Agriculture on Promoting Comprehensively the Integrated Law Enforcement in Agriculture have been promulgated,as well as related laws,regulations,rules,and other documents.The aforementioned documents,however,have not made clear provisions for “what and how to integrate” and cannot provide specific guidelines for the reform.As a result,different regions either imitate each other or try to practice on their own,leading to a variety of reform patterns of unsatisfactory effects.The reform has in fact become a bottom-up exploration,which is under weak leadership and facing many problems such as unreasonable allocation of authority,overlapping authorities,repeated law enforcement,and low law enforcement efficiency.In addition,the relatively mature practices in the reform of integrated law enforcement system carried out in such fields as urban management have not provided effective reference the reform in the agricultural management.In light of the above findings,there still remains many problems with the integrated agricultural law enforcement system that need to be resolved.Since the existing regulations and reform practices of the system cannot provide a practical solution to the dilemma of“what and how to integrate”,the author takes Chongqing Municipal as an example,based on objective factors,and explores the crux of the problems existing in the integrated agricultural law enforcement system of Chongqing,so as to propose an approach with important theoretical value and practice significance to improve the system.This paper consists of introduction,main body and conclusion..The main body divides into the following four parts:The first part is the analysis of integrated agricultural law enforcement system and related concepts.First of all,the author summarizes the different views on the concept of administrative law enforcement,and puts forward the author's own view and reasons on the basis of the research.The second part is an empirical investigation into the integrated agricultural law enforcement system of Chongqing.First,it briefly introduces the background and historical evolution;then it discusses the institutional setup,authority allocation,team construction,law enforcement supervision,law enforcement effectiveness,as well as the reform practices in certain typical districts and counties in Chongqing.The third part studies the predicament that constrains the improvement to integrated agricultural law enforcement system of Chongqing.This part mainly analyzes the problems existing in the institutional setup,authority allocation,team construction,law enforcement supervision,law enforcement standardization,law enforcement efforts and the distribution of law enforcement forces in various fields of integrated agricultural law enforcement system of Chongqing.Problems with the establishment of law enforcement agencies are specifically studied both from the perspective of the establishment of integrated agricultural law enforcement agencies and teams at all levels.The author summarizes the naming of the Chongqing integrated agricultural law enforcement teams into six modes,makes a comparison,and then analyzes the legal status of various types of the teams.Subsequently,the reasons for the lack of supervision over integrated agricultural law enforcement and for non-standardized law enforcement behavior are analyzed.In addition,as the law enforcement efforts are the key to ensuring the effectiveness,the lack of efforts severely restricts the quality of integrated agricultural law enforcement in Chongqing.Next,the author reveals the problem of non-standardized integrated agricultural law enforcement in Chongqing.Finally,the author explains the unbalanced development of law enforcement forces in the field of integrated agricultural law enforcement of Chongqing and draws a conclusion that thedevelopment must be balanced to comprehensively improve the quality of integrated agricultural law enforcement.The fourth part introduces the approaches to improve integrated agricultural law enforcement in Chongqing.Based on the above three parts,the author proposes the following approaches to the improvement on the system:(1)Standardizing the establishment of integrated agricultural law enforcement agencies and institutions;(2)Scientifically allocating the agencies and their authorities;(3)Improving the construction of integrated agricultural law enforcement teams;(4)Standardizing the integrated agricultural law enforcement behaviors;(5)Strengthening the supervision of integrated agricultural law enforcement;(6)Balancing the development of law enforcement forces in the fields of integrated agricultural law enforcement.
