The study based on the discussion of "cyber manhunt" which leads to an illegal effect, focusing on the development of internet and the current hot issues in social reformation. Thus, we can clarify the line of "cyber manhunt" between legality an illegality. The behavior "cyber manhunt" under the name of "justice", is not what it looks like. It is not just in every situation. We should make the "netizen" understand their behaviors on the internet, which of them are illegal. They should know which right their behavior has violated, and they should know what they could do when they face that their own rights were violated. This paper quoted several famous cases about "cyber manhunt", trying to analyze these cases in the aim of China's current legislation on the order of the internet, for revealing the inadequacy of the law, and for searching the way to perfect the law. With all of these methods, we could lead "cyber manhunt" to be more reasonable.The paper is composed by four chapters. The first chapter describes the basic concept, the methods and the justice of "cyber manhunt". The second chapter gives a research in detail, to figure out the illegality of "cyber manhunt", to analyze which rights could be infringed by the behavior, and to tell the principle of attribution, the constituent elements and exemptions. The third chapter presents the current legislation for "cyber manhunt", including the problems in the implementation. The last chapter sets out the improvement of legislation and the solution to the internet order. This part shows three methods to solve online problems, such as legislation, media and self-discipline of "netizen".
