This new type of environment pollution not only makes the people's property suffered huge loss, but also affects their life and health.At present, the indoor environment pollution highlights the necessary and urgent of the legislation. Our country's legislation of this kind is at the starting stage except some administrative rules, local laws and regulations and relative indoor environment standards, and they are almost lack of manipuility. The law court can only according to the General rule of the Civil Law, Environment law and consumer rights and interests law, ect. when comes to this kind of pollution case. It caused lots of victims' lawful rights and can't get proper guarantee. However, the occident countries have already establish the laws and regulations, standards and guidelines in early1990yeas of20century. Japan, Korea and Taiwan area have established the statute law of indoor pollution. They also obtained lots of useful experiences. From this we know that in the serious situation presently, its ought to take the example of foreign countries, Taiwan and Hong Kong areas, use their advanced legislation, administrative and judicial experiences, and combine with the present indoor pollution law and environmental legislation of our country to complete and build up our own legislation and legal system.This text is aimed at extracting the proposal of the legislation, by exploring and summarizing the concept, character and harms of indoor pollution and domestic and overseas legislation status quo.
