China is in a developing country with a period of major social change, ecological and environmental problems with the residents living in the city's security problem is becoming a key factor to affect China's sustained and healthy economic development and building a harmonious society. Local government in the governance process of the contaminated sites in the ecological administrative responsibility", aims to explore key issues in the process of governance to solve contaminated sites-why the duty of the government to achieve, and why the Government's responsibility to be investigated. The government role is essential in terms of the contaminated sites management. Ecological administrative responsibility of the Government in the management of contaminated sites and thus have a theory and reality of double value: on the theoretical level, to reflect on the structure of government responsibility in the management of contaminated sites, you can obtain the knowledge of evolution, the accumulation of the ability to reflect on the kind of knowledge, thus promoting soil pollution prevention and control is the process of pollution prevention and control of urban land; on a practical level, the ability to reflect this evolution of knowledge as a guide, summed up the responsibility of the government in the governance process of the contaminated sites for future legislation to provide a options available to promote the solution to the problem of contaminated sites in the process of urbanization in China, promoting urbanization and harmonious society construction.This paper points five parts:Chapter one: the introduction section, this paper expounds this paper expatiates the reason, significance and background literature review, and the key issue of the study.Chapter two:contaminated sites, the basic concepts of governance status quo. This section to fix the basic concepts of contaminated sites and the process of governance, highlighted the potential hazards of contaminated sites; drawbacks, specified in the management of contaminated sites in China through the introduction of the governance situation of contaminated sites at home and abroad.Chapter three: Positioning of local governments in the management of contaminated sites. This chapter begins with two aspects of the basic value orientation of the role of local governments to locate the governance processes of local government. From the value orientation of the public demand and environmental rights theory point of view, the role of local government governance activities of the contaminated sites services; from the point of view of the value orientation of the responsibility of government-based theory, the local government of the role of contaminated sites management the activities of the participants.Chapter four: Local government to achieve ecological administrative responsibility in the management of contaminated sites predicament.
