Research On Construction & Management Of EMS-Based University Laboratory

In the 21st century, environmental pollution is one of the most important problems that mankind have to confront. As people's consciousness of protecting environment is raised, the environmental problems of laboratory in university has aroused greater and greater attention. This paper systematically demostrates the history, current status, and developing trends of environmental management system, also the paper is focused on the main content, characteristics and scope of application for the standard of ISO14000. University is the main body of a nation's innovative development, and laboratory is the main body of teaching, research and promotion for science of technology. Unfortunately, environmental pollution in laboratory has been ignored for a long time. There is few relevant regulations and legislation, also the relevant research is in shortage. Due to the significance and urgency of environmental problem in university's laboratory, the theoretical research about the construction and management of university's laboratory based on the environmental managing system is proposed. On the basis of IS 014000 environmental managing system, the environmental problems existed in university's laboratory are clarified and the construction and management of university's laboratory are analyzed. According to theory of sustainable development, eco-environmental security theory, theory of scientific development and theory of harmonious society, the policy of putting prevention first and combining prevention with control and demanding wide participation and sophisiticated supporting system is proposed to improve the laboratory environment. Meanwhile, the research shows that the implemention of ISO14001 environmental managing system is a effective measure to standardize the management of laboratory and control pollution in laboratory. In the paper, the ISO14031 environmental performance evaluation system is researched and combining with the actual status of university's laboratory, an environmental performance evaluation system is established. The paper is of significance for researches about the environmental problems in university's laboratory both theoretically and practically.
