English Curriculum Standards propose the overall objective of English curriculum of the basic education is to train students' abilities of the comprehensive language. Language knowledge and language skills are the basis for comprehensive language abilities. Language skills include listening, speaking, reading, writing, and the proficiency of these four skills. Listening is the skill of understanding. Speaking is the skill of expressing. Students should form a comprehensive language ability by a large number of specialized and integrated language practice to build the foundation for the true language communication.This paper focuses on junior high school English teaching and learning strategies of listening and speaking in the context of New English Curriculum. Through literature, it introduced status and trends about the teaching and learning strategies of listening and speaking at home and abroad.Through the method of analysis and comparison, it gave a structure analysis on the arrangement of listening and speaking in 'Integrated skills' in Oxford Fun with English (all 6) in the angle English Curriculum Standard. Comprehensive by observation and interviews, we can get the systemic understanding of our teaching materials and that of English curriculum standard. It gave the result of the continuity and progressiveness of teaching strategies when using them. Making the topic as the vector for the listening and speaking, through a year of empirical research on the Oxford Fun with English, after the training of different focusing strategies in three junior high school grades, the training of teachers' strategy on listening and speaking can promote the awareness of using the strategies on listening and speaking, it can foster learning ability of students. It gave the appropriate learning strategies in the level of context, and discussed the learning strategies and the methods of evaluation in the process of the junior high school English teaching, around the 'man-machine dialogue' type of English listening and speaking test currently being implemented in Jiangsu, it made a number of strategies to improve the efficiency of teaching and learning on English listening and speaking. It gave a positive effect on their confidence in learning.
