The inside control of corporation is the important section of advanced management theory, which also is one of the necessary management tools. Meantime, the human resource strategy is the critical factor to the regulation of inside control. If there are no inside control system in the vocational college, then we to say nothing of standardize the human resource regulations. Because the most important resource is HR to the college, so we should pay more attention to the human resource control in the procession of vocational college inside control. Now, almost all the regulations existed of inside control is aim at whole the corporation, and these regulations have no or little complete control system for the HR control, especially to the vocational college. In order to implement the management of vocational college and be accord with the rule of concerned regulations made by nation, it is necessary to set up and complement the HR inside control system for using the inside or outside HR reasonably.Based on the relation between inside control and HR management of vocational college and knowledge of coso theory, this paper propose an regulation of inside control for HR through deep research on the inside control situation of vocational college HR. this can prevent mistake and cheating from happening and handle the problem laid in the procession of implementing inside control for HR in the vocational college. Finally, it gives the scientific reference to deal with the problem: how to improve the inside control for HR and design a reasonable and implementable regulation of inside control for HR.
