The Study Of Rural Elderly Poverty Under The View Of Welfare Triangle

On the basis of data from empirical investigation, this paper proposes the concept of"age exclusion", which is the core factor to the problem of the rural elderly poverty. Basing on the analysis perspective of social exclusion and the welfare triangle, and taking the rural elderly poverty as object ,who are living in the great social changes of social structure and interest pattern, I make the research, attempting to take social exclusion as my analytic method and with the theoretical framework of the welfare triangle.To the definition of concept, I give the specific content of the rural elderly poverty. Three aspects which are the results poverty and process poverty, absolute poverty and relative poverty and income poverty and consumption poverty, specifically operates the core conception of the rural elderly poverty. On the analysis of the process of the rural elderly poverty, I present the dynamic process of the evolution mechanism which are the primary poverty, secondary poverty and continual poverty.About the application and interpretation of theory, I combine the triangular theory of welfare , social exclusion with China's national conditions and deduce them into economic resource exclusion, social relationship exclusion and government exclusion. I analyse the situation that the rural elderly poverty almost crossly experience the exclusive process and result among ecnominc resource, social relationship and government system level at the same time. Meanwhile, I revealed the deductive process, in which the welfare triangle they expected originally, finally develop into a disappointing triangle mutually exclusive to themselves..Based on elaboration of the particularity of the rural elderly poverty ,the paper puts forward anti-exclusion choice and government responsibility perspective to reduce the extent of social exclusion suffered by the rural elderly poverty. Thus, we can get the effect of weakening social exclusion faced by the rural elderly poverty, effectively building up the rural old age social security system and network, building social network systems to support the elderly living in rural poverty, maintain and protect the right to live of the rural elderly poverty. Therefore, it has important practical and theoretical significance in improving social security for the elderly rural poverty, building a new countryside and a harmonious society.
