At the end of the 20th century, the government of China put forward "it is the responsibility of the government at all levels to improve the quality of family education nationwide"; moreover, at the beginning of the 21st century, the State Council issued "National Program of Action for Child Development in China (2001-2010)", which requested all the local government to found education system of pluralistic parent school and increase the quantity of the parent schools, aiming at "helping parents build the right concept of child care and education, and possess scientific education knowledge and skills". The coexistence of parent school and elementary education indicates that the implication of family and social environment has developed to be the important topic of modern educational administration. In the rural area, the effect of the family and social environment on the growth of school children is much more crucial than ever, which has been proven by the case study of the demand of the parent school in rural area of Xiangshan County. Due to the low education of rural parents, the process of urbanization and the change in lifestyle caused the confusion of value; meanwhile, peasants working in cities have caused the certain proportion of the "left-behind" children without direct parental supervision, as well as the children of "floating population" ignored by their parents. The situation mentioned above has the negative influence on the school children in the rural area of the Xiangshan County. Therefore, scientific family education theory and correct family education methods are required to be promoted.Schipu Town of Xiangshan County, known as "founding the first parent school in China", and there are 75 parent schools in Xiangshan County, among which there are 53 parent schools in rural area. By now, the achievement and experience has been gained as well as problems. With the economic and social development, rural parent schools have the following problems:the schooling level between city and rural parent schools is enlarging; the building and development of rural parent schools have no explicit work blueprint and objectives; the local government has problems in fund raising for schooling; the system of each parent school lacks strict regulation; rural parent schools are short of good teachers; the participation of rural parents is low, etc. The reasons for these problems are various, and this dissertation will mainly explore the reasons from the perspective of governmental administration. The term "Government Intervention" refers to the joint departments of the county government, town government and their composition reinforce the regulation of parent school and promote the development by administrative approach. For instance, Chapter 3 and Chapter 4 of the dissertation examined the each level of government administrative department in charge from the perspectives of the function, the rationality of decision, the integrality of supporting measure and so on, and proposed the suggestion on setting up strict parent schooling regulation, fund raising, developing teaching resources, and fostering the culture of learning family in the rural area of Xiangshan County, based on the previous analysis. This concept is also the main structure, and the detailed are followed:the first part is the introduction, and the literature review part has contributed to the theory support and significance of the study; the second part is the analysis on the current situation and the demand of the parent school in the rural area of Xiangshan County, and the reveal of the bottleneck in the development of the parent school; the third part is the review of the government department in charge; and the forth part is the detailed suggestion of administrative intervention.The methodology of this dissertation integrates empirical study and literature review. The author has done the preliminary research by accumulating the relating materials, experiences and representative cases of parent school through years of work; however, in order to accomplish this dissertation, the author planed and implemented a formal investigation with large sample covering the parent school countywide, including accessing the large number of archives, the corresponding questionnaires and interview outlines for parents, teachers, students, working staff of government department in charge and the rural area respectively, and approve with each other from different perspectives to reinforce the reliability and validity of the research. The author has the hope that the study will contribute to the family education of China.
