Degree-granting authority is the behavior that government vests colleges and universities with authority to engage in higher education and degree-granting. Accordingly, degree-granting authority system is a series of systems that centre on this behavior. Degree system stemmed from mediaeval universities; in Middle Ages, degree-granting authority is one of the privileges that the King or Church granted to universities, as well as an important part of university autonomy. In modern times, governments not only invest in higher education, but also energize the administration of colleges and universities, of which the administration of degree-granting authority is part and parcel.The degree system of USA came from England, but it is not just a copy of English style. Proceed from USA's actual conditions, a uniquely American mode of higher education has been born, and is driving to maturity. China's higher education has developed for years, and the 10th degree-granting auditing was done in 2005, our country have got certain experience on higher education, but lack of academic research. The comparison of degree-granting authority of China and USA can help us recognize the difference between the two countries, and draw lessons from USA's advantage, to promote the reformation and development of our country's degree-granting authority system. This paper bases on a presentation of two country's degree and degree-granting system, compares them from aspects of thoughts bases, power source, auditing mechanism, supervise and evaluating mechanism, then points out the disadvantage of china's degree-granting authority, and proposes suggestions that can improve and perfect the degree-granting authority system of China at last.
