| Along with the development of telecommunication technology day by day, the technical actuation network development's age has already been replaced by the new age of the service actuation network development. According to its rich service and the opening service platform characteristic, NGN technology is becoming the subject to the field attention and is widely used gradually by the operators. In the last few years, the more and more operators pay attention to network reforming and put to the praetice, the Soft Switching network based IP has been the scale commereial. At the same time, the telecommunication services bearing ability in IP network is unceasingly developing. In order to achieve the reduction of the operation cost, the improvement of the service provision ability, the enhancement of value chain ability through a unified network infrastructure, the bearing network based IP becomes the choice of the multitudinous operators.Based on the analyzing the characteristics of NGN network, this paper describes the concept, characteristics and the key technologies of the telecommunication level IP bearing network in detail.
