Over the past 10 years, with the rapid growth of the telecommunications industry, the change of user needs and the information society strategic situation, the original management and supporting system was out of the stage, and was replaced by the enterprise information management which composed by sales management, network management, financial management and human resources management.It is a complete IT support system. China Telecom as one of the three major domestic carriers, has the complete business item, various brand, complex organizational structure, substantial staff officers. Human resources of the enterprise is undoubtedly a great challenge. How to support the use of enterprise information management system preferably to achieve accurate; how to build a platform for communication between different human resource offices and excellent staff; how to match efficiently between enterprise E-learning resource and standard post to speed up the upgrade of employee's competence; how to mine and applicate the data of the HR systems preferably to provide the delicacy management for the strategic human resource management, becomes the most inportant research subject of each human resources manager.First of all, this thesis introduces the basic concept and theory of human resource management in perspective of human resource management, and present briefly enterprise information construction, E-learning, the relationship between data mining method and human resource management. Secondly, this thesis analyz the defect of current China Telecom information software of human resource management, proposes the reason and mail goal of structuring the supplementary system for the human resource management. Finally the thesis presents the design method, database and application interface of the supplementary system by analyzing the needs in detail.There are four modules in this system including "Bulletin" "Excellent staff management" "Training management" and "Data processing center". They were used to assist the HR manager to handle the daily routines, meanwhile to solve key problems which the enterprise pay attention on, and to reach the strategic goal of HR management.
