The Research And Exploration Of The Central-Branch Library System During The Process Of Public Library Service System

Public Library, similar with the function of compulsory education, isthe cornerstone of enhancing the national scientific and cultural qualities,ensuring sustainable economic and social development, and building aharmonious society. The thesis aims on the basic problem, like exploringand answering 'what is the central-branch library system in the PublicLibrary service system','how to construct the true sense of thecentral-branch library system','how to design the public librarycentral-branch system' and so on.By analyzing the concept of 'corporate governance structure', thethesis gives rise to the application of the theory in the construction anddevelopment of public libraries, which to have good governance structurein order to ensure the smooth development. This thesis is based on theanalyzing and summarizing the practical experience of domestic andinternational publish library central-branch building structure, by usingthe summarize of the characteristics of the system, and combining thepractical investigation in the public service system construction of Shanghai Baoshan Library, proposed not to break the currentadministrative system through using the 'network coverage', setresources sharing as the demands and the ultimate purpose, brokenthrough the bottleneck in the construction of the central-branch library byusing the technical aspects, achieved the actual service andapplication-level central-branch library, and in order to exploring andproviding reference the public library central-branch system withinChinese characteristics.The construction of the central-branch system fully reflects thecombination of the international and local, openness and subjectivity,the thesis bring up a new public library service system under the currentmode, which to build City Center Public Library as main library, and thedistrict libraries, township libraries and rural libraries as the branchlibraries of the four public libraries serving system model. The modelconsists of three service support system, financial security system,system security and legal protection system, and involves five runningmechanisms, the management mechanism, motivation mechanism,constraint mechanism, talent cultivation mechanism and evaluationmechanism.This thesis is committed to enrich the theoretical foundation of thepublic library sector, to help more community concern on PublicLibraries, attract more organizations and agencies to participate in the library construction, in order to make the Public Libraries play a greaterrole in social development.
