In the informational period, teaching work is the school's regular core work. But the work of information statistic/report and inquiring which involve in these teaching activities, such as teaching plan formulation/ curriculum setting/teaching quality evaluation, is considered as a tough work and is hard for accuracy and secrecy of data. Therefore, it is necessary to develop a teaching management system. Teaching quality evaluation is an important link of teaching management, as well as the most important method to improve teaching quality and raise the school's benefits.In China, the development of the higher vocational college falls behind those of universities, but it is necessary for them to have their own teaching management software. With the development of China's higher education and the deeper innovation of educational system and teaching management, the evaluation is becoming a problem which needs to be research and solve. It has great practical significance. As the foundation of the construction of teaching quality, the teaching quality monitoring and supporting system is the key to improve the quality of teaching in higher vocational colleges. The system does not pay enough attention to the evaluation of learning quality and the atmosphere of students. In the present research work for the evaluation, the stress of research lies in the evaluation for teachers, majors, courses and practices, while less attention is paid to the learning quality and atmosphere of students. However, the evaluation for learning quality and atmosphere of students is necessary to raise the learning quality of students, and to ensure the entire teaching quality.In this paper, at first, the author will analyze the getting data which is collected from the teaching evaluation activities and on-line evaluation system of Liaoyang higher vocational college; and then the author can define the targets and arrangements of evaluation, and make the system perfect. In order to a efficient learning atmosphere development of Liaoyang Higher vocational College, it is necessary to analyze and use the evaluation data in a scientific way.This study complies with the principles of scientific, completeness, feasibility, credibility, and establishes index system to evaluate the learning quality and atmosphere in Liaoyang Career College. The online evaluation system for teacher is developed on the basis of B/S structure and realizes the controlling and management for the whole evaluation process. This system includes three parts for a safe operation and an integrated data, these are: functional modules, which contains back-administrator function, teacher log-in, question base management and questionnaire management; questionnaires which manage those questionnaires for various users; permission setting for users which could help to limit the break-in action of illegal visitor. In this paper, it analyzes the system analyze, design procedure (data base design) and information stream in detail.In anther way, the key technology of system development will be analyzed in detail which contains the analyses of ASP.NET, SQL Server, accessing technology for web data base, and the description of usage of C# language, at final, the design and complement of college teaching evaluation system which is based on B/S structure of Web.
