Comprehensive quality evaluation of higher vocational college teachers is the theory of the human resources management that was specific applied in higher colleges. From the point of view of the higher vocational colleges, this paper has studied how to evaluate teacher’s comprehensive quality, and realized a vocational college teachers’ comprehensive quality evaluation system.First of all, this paper has demonstrated the need and reality for comprehensive quality evaluation system of higher vocational school teachers, and pointed out that the existed problem that need to further address, through the analysis of current research status of teacher quality evaluation system, and then put forward the framework of teacher’s comprehensive quality evaluation system. Second, this paper has analyzed the implementation process of the teacher’s comprehensive quality evaluation, what is more, designed the system’s user information management, evaluation of students, teachers and academic administrators in detail. Finally, applied the B/S framework, and realized the system of teacher’s comprehensive quality evaluation in VS2008, which is integrated development platform, then tested the system.By learning the advanced experience of foreign vocational education and the law of vocational institutions operating, this paper combined comprehensive quality evaluation of foreign higher schools with the comprehensive quality evaluation of domestic university teachers, and then, integrated which into the Vocational School Teachers’ quality evaluation system. In the end, designed and realized this system, and then tested the evaluation of student, teacher and academic administrators, and After running for some time in my unit, the results show that the system is operating normally, furthermore, achieve the intended purpose of the evaluation of teacher quality and provide a positive role in order to improve the construction of advanced vocational college teachers.
