Sichuan educational senior title assessment are completed by six committees: The senior title assessment Committee of higher school teachers in Sichuan,The deputy senior title assessment Committee of vocational and high vocational school teachers in Sichuan Province,experimental technology senior title assessment Committee in Sichuan Province,secondary school teachers in senior title assessment Committee and Sichuan middle school teachers in Senior title assessment committee. These committees Shoulder the task of the annual title assessment and the selection of talent in our province, and make great contribution towards the construction of teacher's team and other professional staff, and also help carrying out the party's policy of intellectuals.In order to meet the need of economic and social development, to optimize the environment of talent, We should establish a scientific, objective and fair assessment system of talents, which can reflect rapidly,encourage innovation, and make outstanding contributions. Establish a title assessment system and service system which has reasonable layout, excellent service and efficient operation innovate the pattern of assessment committee to break its original building mode, improve its transparency .we can formulate a simple, transparent, standardized and orderly title assessment program. The author is entrusted by the Office of the Expert database of Sichuan Provincial Department of Education. Through a comprehensive, in-depth, systematic research on present logic analysis of the title assessment, the problem of the current business, the favorable and unfavorable factors of implementation of information engineering. to developed an"Information system of title assessment expert database of Sichuan Province education system", used to manage the title assessment expert of the provincial education system.Other industries can't compare with Education system title assessment in number and diversity ( a total of 43 subjects ). Although other industries have similar expert database system, but its extraction rules is fixed, not according to specific situation. The expert database of the author can make rules to extract according to the specific circumstances, achieve fair, justice, open. The success of the system will be extended to other system establishment in expert database.The author has completed the investigation, design, modeling, solution formulation of the system, and all the writing of the code in this study.
