However, the road construction has not achieved the people's ideal condition. Driver's safety awareness is relatively weak,. These cases cause the transportation's present situation unoptimistic. The road stern condition intensifies unceasingly; the traffic accident occurs frequently, the traffic condition worsens day and day. Therefore, the advanced management tool to sharpen the road capacity, to create safe, unimpeded, order road traffic environment already becomes the request and the tendency inevitably of the road traffic management development.The first part of this paper summarized the production of electronic file, analyzed the question which exists in the electronic records management, introduced the technologies to guarantee the security of electron file information, and proposed the electron records management under the new situation basic strategy. And the first part of the paper showed existing problems, and carried on the necessity and feasibility of computerization management of the vehicle tube file. The paper proposed the construction goal of electron records management system. Meanwhile, the paper carried on the detailed demand analysis of system's function division, proposed the system design of electron records management system and the design proposal of software main body.This electronic officer system named E-Police used the present popular B/S three layer constructions. The user end is based on the browser. The server end handles the request, completes the request of database. The technology follows J2EE standard frame, guarantees the property of crossing platform. In the software development process, the system follows the demand of MVC construction and Struts frame strictly. The system is developed in levels of model, view, controller by Hibernate technology.This article is based on reality. Secondly, the paper carried on the design of the overall system, made the detailed design table of the production brigade, various crews' system work flow and the database.
