In recent years, with the improvement of the infomationization of taxing system, in addition to the application software unified by the General Administration, the usage of the software for data analysis has gained a strong promotion in Shandong Province taxing system, which helps the whole province's tax collection work. By the end of last year, the number of such systems for data analysis in use has reached to 26, among which there are 4 that are pushed on by the General Administration,9 that are developed and promoted by the provincial bureau, and 13 that are developed by the urban bureau according to the actual work. As the technology and architecture used in each system are sort of different, and there has not been a unified standard for data implementation platform and data sharing center, there is no unified path to get data when every kind of data analysis and usage software analyze the basic data. Therefore, to integrate the existing software and establish a unified data analysis platform and data sharing center becomes an urgent requirement for deeper data analysis, and it is also a fundamental method to solve the present problems such as the unified basic data and the difference of paths.To develop a comprehensive platform for data analysis and usage, it has to be based on the existing provincial bureau analysis and warning, tax assessment system and the means of various software which implements data link and some kinds of functions' adjustment, optimization, development and transfer, and then develops a software application to improve the efficiency of daily management, and gradually turns to the internal supervision and external monitor. The system contains 10 subsystems, whose function covers the query, reporting, monitoring, analyzing, warning and assessing, and finally improves the standard of the infomationization of taxing system. During the development of the platform, the existing software is reanalyzed and rearranged. Based on the original developers' and departments' rearrangement of the requirements, the existing 26 systems are integrated by means of CAAS. Part of the functional module is re-designed and developed based on deeper requirement analysis. Meanwhile, the advanced data warehouse technology is adopted to regulate the data-gaining path and modify, add and expand the module of evaluation and theme analysis. Finally the data mining and deeper analysis for the whole province's taxing data are realized. Besides, detailed interfaces are provided for the management processes and regulation, which makes it easy to expand the function later. That means this system possesses a strong flexibility and capacity for expansion.This platform realizes a unified system portal, user interface, index data standards and the implementation of task assignment and feedback. Besides, it standardizes the data warehouse architecture to improve the data extraction methods. The platform is richly featured, easy to operate, flexible, intelligent in analysis, much safer and easy to expand. Its application provides a unified and convenient platform for all levels of tax officials. It achieves the design goals successfully.
