As a typical project-oriented organization, CPA firms always face numerous difficulties in the multi-projects management: with the limitation of time, space, cost, risks and human resources, CPA firms have to make effective decisions on project opportunities choice, staff deployment, risk control, performance appraisal and so on. Meanwhile, along with the constant expansion of business, projects management becomes more and more complicated for those large cross-regional CPA firms, many audit projects need cooperative work of professional experts from cross-department, cross-region and cross-knowledge-fields. Therefore, the traditional manual project management or the solo computer supported project management of each subsidiary cannot meet the needs of the multi-project management any more, Large CPA firms are crying for a project management information system based on the collaborative management of multi-resources.The Integrated Office Information System (IOIS) is a comprehensive office automation system integrated with five subsystems that general information, human resources, payroll management, project management and knowledge management. As the author mainly participated the design and development work of subsystem----project management, so this paper focus on analysis of specific requirements on multi-projects management in large CPA firms based on the IOIS development of our firm. A multi-dimensional collaborative project management system which includes five modules of project information management, project staff deployment, project progress management, project risk management and project performance appraisal were designed and realized in considering the constraints such as project time, space, cost, risk and human resource. It is a network information system facing the whole CPA firms.The system was designed using object-oriented modular design approach. In order to facilitate information inquiry, sharing and decision-making, it uses a combination of B / S and C / S mode in system architecture. Because the operating point of project requires faster memory speed and more input, so using C / S mode for increasing interactive and security, while using B / S mode between management and the operating point. The system uses a typical three-tier architecture, presentation layer, business layer and data layer which have clear hierarchical and low coupling, it conducive to the program unit test and functional maintenance.The system has those functions such as timely project progress control, project risk dynamic monitoring, comprehensive deployment of human resources, project performance appraisal and project information integrated query and statistical. It supports the headquarter firm to timely manage the process-oriented network of different subsidiary firm, different region, different project and different member. With the application of the collaborative management theory, it can help each management make an easy monitoring and decision.
