Time Division Synchronous Code Division Multiple Access (TD-SCDMA) is the first independent intellectual property rights of international communication standard belong to China. This is a major breakthrough in China's telecommunications technology. Nowadays with the TD-SCDMA technology continues to mature and improve, new requirements were proposed to the radio resource management (RRM) of TD-SCDMA. As a mobile communication system, radio resource management algorithm to optimize the system will directly affect the quality of service (QoS) from system to user. That is to say, the result of RRM is the important standard to measure the feasibility of system. Since TD-SCDMA uses time division duplex mode, the radio resources composed by the carrier, timeslot and orthogonal variable spreading factor (OVSF) code. There will greater operation space in the resources allocation.TD-Femto base station is working in TD-SCDMA standard. It takes function in expanding the network signal, indoor coverage and so on. It can provide high-speed mobile data transmission services in certain areas. The RRM is also important to the TD-Femto System.This article will propose a dynamic channel allocation strategy which is suitable on TD-Femto system after referring and analyzing the current status about OVSF code resource allocation algorithm in TD-SCDMA. This strategy includes the sort of radio resources, OVSF code distribution and integration radio resource. There are two kinds methods in sorts of radio resource. The target of sorts of radio resource is arrangement radio resources rationally to users. In this article, it also has two kinds method in radio resource location. Two allocation methods have different advantages and disadvantage each other. We can make TD-Femto system automatically adjusts under certain setting. To have excellent effect in integration radio resource, code adjusting can determine the adjusting timeslot by dispersion level of timeslot and determine the adjusting user code by relationship in the dispersal user.
