Mixed Products In The Field Of Public Finance Supply Breadth And Depth Of Research

Since the reform and opening-up in 1978, the economic system has been changing to the direction of market economy. Meanwhile, the financial system of our country also has been carrying through an innovation of "Publicity" till now. Based on the planned economy, the government stands on the predominance in the social resource allocation, which caused the phenomenon that the government functions had infiltrated into the each social functions, including producing, investing, and consuming, and also covered almost all the branches, such as government, corporations, and families. But nowadays, we need the market to be the predominance of the social resource allocation, while the government to be the complement, being responsible for supplying the communitarian for public service which market is not able to effectively afford by itself. This kind of finance is called "Public Finance" by the researchers, and its key point is "publicity", which means its main function is to meet the social public needs.The main reason why public financial expenditure, especially the one on the large number of blended products is not satisfactory enough on present stage is that it's difficult to effectively define or measure the level of publicity of blended products. People still are not satisfied even though the government has spent a lot of manpower, material resources and financial capacities on education, medical care, social insurance and etc.. And there is no visible promotion of the efficiency of public financial expenditure. All these above caused the wide concern and discussion about the framework of public financial expenditure.In addition to the current financial crisis, the acceleration of public finance income has been slowed down. This makes us recognize that there is generalization, which means the over-wide framework, over-high level, and inconsequent structure and other problems, obviously appearing in the public financial expenditure.Thus, the author tries to propose the method, principle and standard of defining the wideness and depth of framework of public financial expenditure while analyzing the problems above, trying to find out a distinguished method of improving the obscure condition of framework of public financial expenditure in blended products, and to illuminate what the government should do to reach the standard.
