China's Urban Basic Medical Insurance Personal Account Practical Utility

Began in 1951, public health services and labor protection medicare brought Chinese medical rising costs and waste of medical resources. Therefore, in 1998 Zhenjiang and Jiujiang made experiments,they began to carry out TongZhang combining medical insurance mode which has social account and personal account. TongZhang combining medical insurance model learn from Singapore's personal savings account mode, namely in medical insurance system of introducing individual account, there are three main purpose for individual account:payment utility, accumulation utility, cost constraint utility.TongZhang combining medical insurance has run more than ten years, scholars both at home and abroad do a lot of research to our country's medical insurance individual account, but less scholars do research on actual utility of individual account. This paper research the actual operation of three utility achievements for individual account of our country town worker basic medical insurance system, it takes Shandong as an example, uses methods like questionnaire and interview, starts from worker and doctors two aspects, refer to the origin place of individual account of medical insurance--Singapore medical savings account. The article puts forward some improving views for individual account of our country town worker basic medical insurance system, expect to provide operational reference opinions to reform of individual account.
