Fujian Telecom proposed the strategic transition thinking of transformation from traditional basic network operator to comprehensive information service provider, to achieve business model changing from "products and technologies centered" to "customer centered, market oriented". After acquiring the 3G Licenses, China Telecom plan to seek the unique value point by combining account management content and telecom resources advantage. By establishing unified authentication center of MBOSS external customers and integrating various kinds of existing certification system, China Telecom provides certification services for contacting systems. On the other hand, the users experience promotion can be achieved by all kinds of appreciation services, cross platform unified authentication and single sign on.This article reviewed and compared various markup language technology, analyzed the present situation of Fujian Telecom external customers authentication, discussed account management's requirement for the external customer unified authentication, compared the markup language and single sign on. Based on the argument of actual environment set up, system and data cut over and application testing, the XML standard Customer Identity Authenticate Protocol and federal style Single Sign On is suitable for Fujian Telecom. This article propose the goal and procedures of the development of unified authentication platform, provide guidance for improvement of Fujian Telecom comprehensive operation capability.
