With the influence of the world financial crisis, China's economy is increasingly facing a series of problems in extensive pattern. Economic growth mainly depends on export and investment, and consumption demand is far lower than economic demand, that is, domestic demand is insufficient. It is caused by low income and slow growth of income for a long period of time. And the most important cause is the low level and slow growth of wage (initial distribution).Compared with rapid development of China's economy and enterprises in 30 years, the development of wage of employees who mainly depend on wage is slower than what people expect, which restricts not only the quality of employees and the future of enterprises but also economic growth.From the angle of enterprise management, this paper analyses the causes of low income and slow growth of income. And through the ways of improving labor productivity, this paper studies the theoretical basis and feasibility of raising wages and analyses the growth mechanism which relaizes raising wages.This paper also studies the elements which affect wages. Enterprise union, social insurance system, legal system, effective fiscal and monetary policy can effectively raise wages and protect the rights and interests of employees.The conclusion is that it is necessary to build up wage growth mechanism. In order to establish dynamic industry teams, enterprises and social organizations, and realize the sustainable development of economy, the whole society should improve employees'quality, develop the standard of management and productivity, raise technical innovation, increase wages, promote the standard of initial distribution among national income, expand domestic demand and transfer economic growth mode.
