China is a socialist country whose main economy sector is public ownership and the state-owned companies lie in a dominant position in the national economy. State-owned enterprises'reform of income distribution system, as well as the normal growth in wages is in a high degree of concern by the whole society.The normal growth of the wage level of state-owned enterprises will have an important demonstration effect for driving the improvement of the whole society's wages and forming a reasonable and orderly income distribution.In the process of establishing the mechanism for the wages normal growth, first, it should improve the wage determination mechanism, and the market conditions. Elimination of labor market as well as achieve full competition in the labor market should be done. Then, we should speed up system construction. And we should innovate the government thinking, strengthen macro-control, continuously raise the minimum wage standards. Second, reforming and perfecting the wage determination mechanism in the state-owned enterprises.First,reform the payroll management, explore the wages budget management system, and make it effectively combination with collective wage negotiations. Second, regulate the income of state-owned enterprise management. Third, deepen the reform of distribution system in the enterprises. Fourth, strengthen the strict control and management of the monopoly wage distribution. We should explore an appropriate mechanism for wage determination in China.This paper start with the history of the wage distribution in the state-owned enterprises and the initial distribution problems in the state-owned enterprises currently—that is the low level of the initial distribution badly affects the domestic consumption demand and exacerbates the imbalance of China's economic and seriously affects the effective formation of the human capital, and do harm to social stability. This paper analyzes the factors in establishing the normal growth mechanism, and put forward the principles and suggestions to establish a mechanism for income normal growth in state-owned enterprises. Based on this principle, China's state-owned enterprises should design their own Salary System, Urge them to establish and perfect the mechanism for the normal growth of wages, achieve the Healthy and high quality development of China's economy.
