Xx Communication Network Unconventional Emergency Management Research

In recent years, with the continual evolution and development of social environment, the non-regular emergencies also has changed in frequency, intensity, and law of evolution.so the threat humanity must face is gradually increasing.Southwest Civil Aviation, as the southwest regional transport hub,has a heavy responsibility for the shipping.and XX Communication Network Firm is the messaging hub under the direct management of southwest Regional Air Traffic Manangement Bureau Of Civil Aviation Of China,which is mainly responsible for the information services transmission to the southwest and nearby region in safe, accurate and smooth way. But because the non- regular emergencies hanppen frequently,that leads to a great impact on the company's messaging service quality.At the same time, information transmission services has a the characteristics of non-interruption in the non-regular emergencies and continuity after it.so it becomes one of the key issues of concern for XX Communication Network Firm to how to strengthen the response to the occurrence of non-regular emergencies, and maintain the continuity and accuraty of transmission of information in the case of the its occurrence.In this article,I first briefly relates the company's general business situation and emergency management systems' situation, and explains the importance of the emergency management research to a enterprise.Then giving the objective description of the company's emergency management in "5·12" Wenchuan earthquake. After that, combined with the management of the relevant economic theory and contingency theory,I analysis XX Communication Network Firm's emergency management mechanism and system with Logical Law and Empirical Analysis method,Then I proposed solutions to the deficiencies of emergency management mechanism and system of firm, combining many years' first-line emergency management experience with the standard behavior learned from the general public emergency management. That is, according to the characteristics of the company to build a relatively comprehensive emergency management mechanisms and systems and with particular emphasis on the company emergency management system, it should be composed of at least six functional modules:①commanding and scheduling emergency subsystem,②operating and implementating emergency subsystem,③Contingencyily planning and decision-making emergency subsystem,④information management emergency subsystem,⑤resources supporting emergency subsystem,⑥contingency Cost planning emergency subsystem. And giving the specific building programs of commanding and scheduling emergency subsystem, while the other five sub-systems is also given to the corresponding building proposals in the hope that we can improve emergency management capabilities of firm through the construct of emergency management system.
