Risk Management has been considered as the key section of the 2nd Step Development Strategy of Modern Customs System by General Administration of Customs (GAC) since 2003. In 2009, based on the latest situation of the world, China and the Customs and overall reforming and development strategy of the Customs, GAC raised "Build Great Supervision System of Customs" as the integrated way of thinking with the Risk Management as the central position. However there is no existing model for "Building Great Supervision System". The realization and practice to the Great Supervision System is still on developing. It is necessary to develop the Risk Management to the higher level in the Great Supervision System, from distributed, small scale and one way management model to centralized, districted and close loop management model. The Risk Management must play the role of assistant decision and integrated direction in the Great Supervision System. Primary customs is on the frontier of national import and export supervision administration and directly take the particular responsibility of import and export. They are the "windows" between Customs and corporations and society. They are the functional units to play the roles directly in Great Supervision System. However the Risk Management situation in primary customs is not optimistic. In certain extension, the Risk Management in primary customs is passive and frustrating. The author consider it as the important topic currently to have a deep analysis to the current situation of Risk Management in primary customs and resolve the difficult problems in the working practice.There are five chapters in the paper. In Chapter One, the research background of primary customs Risk Management in Great Supervision System is introduced. In Chapter Two, the history review and development direction of China Customs Risk Management is introduced. In Chapter Three, Customs Risk Management situation and inspiration from foreign countries is introduced. In Chapter Four, the research results of Risk Management in primary customs in Shanghai is classified and summarized and it is indicated that the deep analysis is necessary. Based on above analysis, in Chapter Five, the solutions are proposed to strengthen the Risk Management in primary customs.The Author reviewed the Risk Management theory and Customs Risk Management practice, collected and analyzes the first hand material based on current Risk Management situation of Primary customs in Great Supervision System through guestionnaires from part of the sub-organizations and branch offices of Shanghai Customs. Deep analysis was conducted by field research and questionnaires regarding current Risk Management organization, resource allocation to the Risk Management in primary customs, fitness of Risk Management to the law execution, Risk Management training situation in primary customs, risk information management in primary customs and performance appraisal situation of Risk Management. Optimizing the Risk Management of primary customs was proposed.
