Study On Economic Development Model In Improving Efficiency Of XPCC's Farms And In Increasing The Income Of Workers

The central government has focused its attention on the Problems about Agriculture, Ruralareas and Peasantry for seven times since 2004. The problems are very hard to resolve. Xinjiang Production and Construction Corps(XPCC) is a unique organization with the integration of party, government,army and enterprise. Since its foundation in 1954,it has played a huge role in constructing and defending border areas, reinforcing national defense and strengthening ethnic harmony. Farms are the foundation of XPCC and the workers are the main part of Farms. In recent years, the income increasing speed of workers of XPCC's Farms is slow, which is not helpful to complete the mission of XPCC. Therefore, the paper based on the income of workers, to study the development model of improving the income of workers and the efficiency of Farms. Hoped that the research can help the development of XPCC.First, on the basis of the transaction cost theory, income distribution theory, contract theory, define efficiency of farm, agricultural industry,farm workers and other related conceps of farm worker's income,which provide a basis for writing papers.Secondly, the paper analyzed the current situation of worker's income from the source,composition and burden of income.Concluded that the means of earn the money are single. Although revenue has been increasing in recent years, the gap with the entire country and the autonomous region is still large. The burden has a certain degree reduction since the nation abolished the agricultural taxes in 2006, but there are signs of a rebound. Although a series of policies for reducing the burden are benefited to workers, they also bring some potential problems. Therefor, too much emphasis on reducing the burden to realize increasing the workers'income is hazardous. Analyzed the situation from the farms, it's zero-sum game between farms and workers under the situation of the unchanged total economy.It's bound to create conflicts of interest between the two sides. So only the Pareto improvement can expand the XPCC's economy.Thirdly, using the gray relational analysis to analyze the factors that impact the income of workers. Concluted that farms have to develop the agriculture industrialization firstly, promote the development of new-type industrialization, develop the industry of farms and achieve the integration of the three products in order to achieve the double-win between farms and workers.Finally, the paper proposed the stock cooperative system model on the basis of analyzing the existing agriculture industrial models. Then raised the other methods in the last chapter.
