Organizational slack is the concepts at the very core of organization theory, introduced by Barnard first, which has become the focus of the discussion related to the literature in the strategic management. Researchers have pay different attention on it for a long time because of the potential abilities that it can buffer enterprise resources shortages,improve business performance and foster innovation potential. Organizational scientists also think that the organizational slack is the necessary conditions to ensure the long-term business survival and developing, it is like a cushion reducing the adverse effects brought by the uncertainty of the external environment, enabling organizational performance become smoother. In contrast, agency theory suggests that slack breeds inefficiency and inhibits performance. Slack is considered to be excessive of persons or the idle of the resources under normal circumstances, such as the difference between required resources and the actual resources needed in small groups within the organization, or resources the enterprise owned are greater than the resources actual used of, and so on.There are lots of researches about the issue of organizational slack in foreign country and get some fruits. But in domestic, the research on organizational slack is very few, especially there was inconclusive in the antecedent of the organizational slack. This study provides a strategy formulation based on the view of the resource by focusing on the importance of the internal organizational resources to improve enterprise performance and the change of innovation outputs. It has planning guidance to the strategic planning of the enterprises and can improve the competitiveness of enterprises by affecting the operators'behavior that can develop business potential resources and recoverable resources. Because organizational slack plays an important role in organizational theory and it is very useful in practice, This paper takes Shanghai and Shenzhen listed companies in manufacturing industry which throws daylight on research and development expense in 2008 and 2009 as the research object, excluding the listed companies of the special treatment (st,*st) or asset-liability ratio are greater than 1,and makes empirical analysis about the antecedents(Environmental uncertainty, Organization age, Organizational Size, Performance, Equity concentration, ) of the organizational slack and the relationship between organizational slack and performance by using Spss17.0 statistic software。 The empirical results of this study shows: The more unstable the environment of the organization, the higher the level of slack resources; the older the firm, the lower the level of slack resources; the larger the firm, the lower the level of slack resource; the more concentrated equity of the firms, the lower the level of slack resource; the relationship between organizational slack and performance is inverse U-shaped。That the degree of organizational slack is too big or too small is negative for performance,a modest degree of organizational slack is advantageous for performance.
