As center of the global economy, World cities have played a leading and exemplary role for the global economy and urban development. However, its formation and development also need the support of metropolitan area. In this paper, we analyze the development mechanism of world cities, basing on the theory of world cities and metropolitan areas, and summarize the rules of the development of world cities and metropolitan areas by analyzing the development process of three typical world cities-New York, Tokyo and London, aiming at making some suggestions of Beijing's construction to be a world city by comparing the reality of Beijing and the other world cities.Finally, we find that:the interaction between the central city and surrounding metropolitan areas promotes the upgrading of the central city and the common development of the surrounding areas; the integrated development of the metropolitan area economy promotes the optimization of industrial structure within the central city and surrounding areas and all levels of the core cities; the formation of regional infrastructure network within metropolitan area increased traffic density and efficiency of communication links; the overall planning and strategy of metropolitan development promote the sustainable use of regional environmental resources within the metropolitan area. Therefore, as the capital of China which is one of the world's largest economy, Beijing has an inevitable choice to be a world city in face of the trend of world economy and urban development. However, to be a world city, Beijing must rely on Beijing-Tianjin-Hebei metropolitan area, and form coordination of various policies, convenient transportation and communication links, improved regional infrastructure, and beneficial natural and human environment.
