To achieve universal health insurance, important and difficult is to improve the medical insurance system for urban workers.the early establishment of new China, the insurance system in China is the public health and labor insurance medical care. Under specific social context, in the public health system, workers enjoy a certain health care and protect the health of urban workers. Since 1980, with the development of reform and opening, the planned economy changed into a market economy. The old health care system shows shortcomings, which seriously affected the state-owned enterprise reform and development of the economic system. Government gain experience on some of the local government self-reform on health insurance, and learn about the success of health insurance. In 1998, the medical insurance system for urban workers established. Medical insurance system has been running ten years. It won excellent results, but also exposed some serious problems. Therefore, the urban medical insurance system should be reformed based on the actual situation.This paper describes the basic theory on employee health insurance, and introduces its experience, and describes the system of production, growth, maturity and the question now, and demonstrates the need for further improvement, analyzes the causes, and discusses the advantages and shortcomings on foreign advanced medical insurance model and inspiration on our health care system.
