| It is now the epoch of knowledge-based economy in which science and technology constitute a primary productive force. The policy of science and technology comes to be the greatest and the most significant exogenous variable for the development of science and technology. The making of scientific and technical policy which plays a decisive role in scientific and technical policy is the first link of scientific and technical policy system. The process of scientific and technical policy making is that with the public power endowed by the country and its citizens, the subject of scientific and technical policy making distributes the national public resources of science and technology and public values authoritatively. The publicity of scientific and technical policy means the ethical spirit and value orientation such as equality, fairness, publicity and justice ought to be the necessary ethics value orientation of scientific and technical policy and the making of scientific and technical policy. However, due to the shortcomings of science and technology policy model, the lacks of morality and ethical responsibility of technology policy-making subject, the absence of moralities and ethical monitor of science and technology policy-making system, as well as the defective evaluation system and so forth, in current development of Science and Technology policy-making, the absence of those normative ethical values caused the ethical issues in technology policy- making.According to the current state of the making of scientific and technical policy in China, this paper mainly adopts the research methods of procedural discussion, empirical analysis, literature consultation, staging viewpoints and theoretical exploration. With the research method of literature consultation, the author collects the related academic data of this paper by consulting monographs, journals, theses and internet in order to summarize new viewpoints. With the research methods of procedural discussion and empirical analysis, the author conducts a comprehensive analysis on the ethical problems in the making of scientific and technical policy. With the research methods of staging viewpoints and theoretical exploration, the author demonstrates the ethical problems and reasons in the making of scientific and technical policy and the corresponding countermeasures objectively and discusses with all the readers through academic exchanges.According to the logical thinking of discovering problems, analyzing problems and solving problems, this thesis attempts to propose some pertinent measures to solve and avoid these problems based on classifying and analyzing a few kinds of principal problems and the causes of these principal ethical problems nowadays, which enable the necessary ethics value orientation such as equality, fairness, publicity and so on to be implemented throughout the entire process of scientific and technical policy making and ensure the justice and effectiveness of scientific and technical policy making and scientific and technical policy. This dissertation consists of five chapters. The first two chapters are the theoretical preparation for this paper. Chapter three, four and five are the most important parts of this paper. The concrete thought in writing is as follows. The first chapter is the introduction which states the basis for the topic, the relative research state, the purposes and significance of this research and the research methods. The second chapter starts the main body of this paper which introduces the concepts and functions of scientific and technical policy and the making of scientific and technical policy, and briefly illustrates the correlation between the making of scientific and technical policy and ethics and the practical significance of ethical analysis of scientific and technical policy making. From a macroscopic perspective, the third chapter profoundly analyzes and summarizes a few kinds of major ethical problems in the making of scientific and technical policy. From the aspects of institution and ethics, the fourth chapter analyzes the underlying reasons of ethical problems in the making of scientific and technical policy. Based on the reasons raised in chapter four, chapter five proposes the pertinent countermeasures for solving the corresponding ethical problems. |
