As the defenders of the public interest and public order, civil servants are always faced with ethical decision-making dilemma due to the conflict of administrative responsibilities. And a responsible civil servant must take responsibility for the influence on others caused by his or her administrative behavior choices, as well as explain and illustrate the choices. Therefore, ethical administrative behavior requires high ethical sensitivity of the civil servants. This study explores the process of administrative ethical decision-making from the aspect of decision maker’s ethical sensitivity. Based on grounded theory research method, this study collected data by interviewing civil servants, with the supplement of the information and reports from media, through initial coding, focused coding, theoretical coding, illustrates the research topics and constructs the theoretical framework. This study classifies the categories of administrative ethical decision-making by using the actual instances of administrative ethical decision-making and analyses the factors affecting the ethical sensibility of the administrative decision-makers, including individual moral awareness, organization ethical environment and moral intensity of the problems. While affirming the positive role of ethical sensitivity in promoting ethical administrative behavior, it also points out the interference factors affect administrative ethical decision-making, including the repression of superior power, obscure definition and attribution of responsibility, and behavior motivation correction under interests comparing. Based on the analysis of intermediary and interference factors of administrative ethical decision making, this study puts forward suggestions for promoting civil servants" ethical decision-making and behaviors, based on improving administrative decision maker’s ethical sensitivity, through the methods of constructing and improving the ethics education system of civil servants, cultivating moral feeling that is based on public interest, promoting ethical legislation and improving the operation system of administrative decision-making, as well as taking advantage of the positive role of public opinion.
