During the reform and opening process, the private enterprises have made great contributions to the economic development through various means, such as creating more job opportunities and enhancing market competition. Making a glance at the historical development stage of private enterprises, from limiting in the beginning to promoting nowadays, the act of government is running through. But because of various factors, private enterprises are now facing a serious problem of fund shortage. Now the problem of lacking fund has become the bottleneck which restricted the development of private enterprises. Therefore, solving the financial problem has become the key which limited the further development of private enterprises. Solving this problem can not rely solely on the enterprise itself, the government also plays an important role, and it has been proved by many overseas experiences. This article analyses a combination of Quanzhou's private enterprise development process and the private enterprise management experience on the basis of a full review. It is confirmed the major reasons affecting the financing, not only concluding internal factors, such as financial strategies, sectors and assets scale, but also including external factors,such as legal policy, monetary policy, financial system and guarantee agencies. Then it refines the defect and deficiency in the act of government.On the basis of the above analysis, we suggest that the government should do the following matters to solve the problem, such as the management of private capital, improving credit guarantee agencies, developing direct financing and improving the policy environment.
