The production of apple has a long history in China. During recent 20 years, it has formed four main areas for the production of apple. That is Bohai Bay, the Loess Plateau in the northwest, the Old Yellow River, and cold highland in the southwest. Since the reform and open, the structure and the efficiency of apple production has gone through important adjustment and change with the increasing marketization of agricultural products. In the market-oriented economic system, the efficiency of apple production is an important criterion to evaluate whether the adjustment of industry structure is rational and whether it plays comparative advantages.This paper firstly uses the panel data from seven main apple production areas of China from 2006 to 2009, including Hebei, Shanxi, Liaoning, Shandong, Henan, Shannxi, and Gansu provinces, to estimate the comprehensive technology efficiency of all main production areas. The process evaluates the production efficiency of the Loess Plateau advantageous area on the whole. Then based on the economic background and data from field survey of apple production in the Loess Plateau, we can calculate the increase status of apple total factor productivity in the region using the nonparametric Malmquist exponential method. At last, the paper applies the Tobit model to make positive analysis of related factors except the input-ouput index about it.The research results illustrate that the comprehensive technology efficiency in the Loess Plateau producing region is higher than that of Bohai Bay; What's more, during 2007 and 2009, the total factor productivity of Loess Plateau is higher, but not achieves technological effectiveness. The changes of total factor productivity are caused by technical progress and the changes of pure technical efficiency. Scale efficiency remains 1 and no change. The education experience, training experience, the orchard area of apple, family labor force, and the site type of orchard all have significant relevance with apple productivity.Based on this research, we can put forward certain measures that can be taken to enhance the productivity. The measures are: promoting advertising, improving growers'educational level, normalizing the structure of products, fertilizing based on the measure of soil quality, ensuring the safety of agricultural materials, playing the government's function, and strengthening infrastructure of orchards.
