Research On Agriculture Finance Development In Our Country Demonstrative Analysis Based On "Three Culture" Serviced By Finance In BaoJi City

Agriculture development,rural economy and peasant income have always been the overall and fundamental strategic issues in economic development in China. Rural finance is the core of modern rural economy, an important component part of the modern financial system, and also important support for enhancing resource allocation in countryside, quickening the upgrading of rural finance is the core of modern rural economy, an important component part of the modern financial system, and accordingly completing the"Three Cultural"works. Therefore, to improve the continuous development of agriculture, continuous steady of countryside and continuous increase of peasant incomes, it is important to further study the agriculture finance reform and development issues in the background of building a new socialist countryside and with new angle of view, new ideas and new thinking, to explore and establish agricultural finance system which can meet the requirement of rural economy development and new rural construction status.This paper includes six parts. Firstly, it introduces the background, meaning, thinking and methods of the study, and fixed the direction for the whole subject.Secondly, this paper reviews main evolution of important agricultural finance theories, analyzes directive significance and defects of main agricultural finance theory, selectively analyzes the key points and logical framework of incomplete market competition theories, and seeks rationale for development and research of agricultural finance.Furthermore, it researches and analyzes status and features of the development of some developed countries, concludes main practices and experiences of developed countries for propelling the agricultural finance development, tries to explore helpful inspirations to that development in China, and then searches the agricultural finance service system which could meet the requirement by our agriculture development.Then, stick to data got from the Baoji city finance supports the"Three Agriculture", I objectively analyze main existing problems in agriculture finance development of Baoji city. Learning by analogy, this paper also lists problems that serious impact and restrict the development of agricultural finance such as vague dominant position played by agricultural finance. Based on which, this paper further analyzes the causes that the problems engender in agriculture finance development, and emphasizes urgency and importance of improving and optimizing agriculture finance environment.Next, considering the incomplete market competition as direction, the successful experience of developed country as mirror, and the realizing system and regulation as breach, this paper proposes that the agriculture finance can be divided into two layers which are commercialized and non-commercialized, and the mode of "one center, four-wheel drive" should be carried out, and this paper also proposes suggestions for a clear main function of rural finance, increasing financial support for rural area, improving the rural financial risk compensation mechanism, and strengthening the scientific management on rural credit cooperatives.At last, theoretical deduce and practical concluding is applied to relative subjects, and the latest research achievement of agriculture finance theory is absorbed on rational height. By the reference of successful experiences learnt from developed country, this paper also boldly reveals causes of existing problems, thus puts forward, summarizes and selects creative policies, reaches the "one center, four-wheel drive" mode and development pattern which guided by incomplete market competition theory and broke by realizing system and regulation innovation. It has definitely theoretical depth and guidance meanings.
