Nowdays, society is facing the keen competition on the talents, every country pays more attention on the development strategy of the talents, Common Recognization is formed that scientific talent-selection and talent-employment mechanism should be counstructed quickly, and high-levele talents should be introduced actively, so as to promote the development of conomy and society. Since the theory of human capital pricing is proposed, it develops quckly, but is used less in practice. Theoery of human capital pricing currently is not perfect, which restrictes the application of the theoery of human capital pricing. Based on the past research results, the dissertation focuses on the core content of the human resource evaluation, and some research results is made as follows:Based on theory of rough sets, approach to indicator reduction is proposed, so as to improve evaluation efficiency and effect. To overcome strong subjectivity of the expert in the process of the human resource evaluation, based on theory of fuzzy preference relations, and dual consistency induced average weighted operator is introduced into the process of human resource evaluation, and new method and procedure of it is proposed. Results have shown the new method of human resource evaluation overcomes the problem of information loss in the process of aggregation, and human resource value made by the new method is more accurate, so as to make human resource evaluation more scientific and objective. Still, on the basis of above, a case study on A construction company is applied to illustrate the application of the new evaluation method, and the results have shown the model is more applicable and scientific, and the policies for human resource development is also proposed. Finally, the paper is summarized systematically, and the future study is also proposed.
