As the source of construction supply chain (CSC), procurement provides a steady materials flow and information flow for downstream nodes in the construction, and the purchasing quality influence the construction quality directly. In addition procurement costs are often accounted for 60% of total project costs to 70%. So the study of CSC is very helpful to optimize the project cost and enhance the quality of the project.So the optimization model for the allocation of purchasing quantity based on multiple objective decisions is proposed based on the quality improvement and the cost optimization. Quality assurance in this model is grounded on the suppliers evaluation based on the AHP (Analytical Hierarchy Process), and the evaluation indexes cover the materials value, suppliers value and social value. Meanwhile it takes the final evaluation weight as the quality distribution factor. The cost in this model covers the inventory cost, materials cost, transportation cost and the ordering cost, and are concluded by data simulation. So the multi-objective linear programming model is built by balancing the quality and cost, and the influence of resources-constrained and energy consumption are taken into account on the allocation of purchasing quantity. By realizing efficient standard transform to the cost, the model is solved by the fuzzy mathematics.The model is verified by the Ertan Hydropower Development Company, Ltd. (EHDC) procurement. The result shows the materials are distributed to the suppliers who have the most cost performance prior, and the suppliers who have not the most cost performance compared get the materials only when the good ones are bound to the resource-constrained. This result accords with intention of EHDC purchasing and this model has been well validated. The model is optimized based on the actual procurement of EHDC. These optimizations are based on the actual situation of the raw materials supply, and have a good application prospect.
