The Research On Long-acting Operation Mechanism Of Talent-stimulation In East Lake National Innovation Demonstration Zone

This paper focuses on long-acting operation mechanism of talent-stimulation in East Lake national innovation demonstration zone(hereinafter referred to as East Lake demonstration zone), and tries to from a systematic and entirety angle to study how to keep long-acting operation mechanism of talent-stimulation An all-around and dynamic talents stimulating mechanism is proposed , which links individuals, enterprises, demonstration zone and government together, and then put forward specific measures to achieve the long-acting operation mechanism of talent-stimulation.East Lake High-tech Zone has become the second national innovation demonstration zone after Beijing Zhongguancun, which has significant and far-reaching implications in improving the national technology innovation system, promoting the optimization of industrial structure and development pattern, developing Wuhan megalopolis "two-type" society and accelerating the implementation of the strategy of central China. At first, this thesis outlines the constitution, characteristic and effect of operation mechanism of talent-stimulation in East Lake demonstration zone. Then, on the basis of the above, the thesis tries to seek the breakthrough point of long-acting operation mechanism ,which is equity incentive,by analyzed conditions, opportunities and challenges of the stock rights incentive in demonstration zone. After that, it is necessary to plan and build the long-acting operation mechanism of talent-stimulation, from design thinking and design factors to all-around and dynamic talents stimulating mechanism, which involves enterprises, demonstration zone and government. The essential thing in a good plan is execution, thus how to implement long-acting operation mechanism of talent-stimulation should be studied. From preparation to procedure and to the key, each step must be strictly checked,striving for the continuity of the operation mechanism. Finally, the long-acting operating mechanism also need policies to protect, so the policies such as development plan about talent-stimulation, shared platform for talent-stimulation, special fund for talent-stimulation, innovative institutional mechanisms for demonstration zone , will be discussed more in detail.
