Urban,the symbol of modern civilization,is the center of economy,polities,Science and education.Urban infrastruecure is a Physical carrier to supply production And livelihood to citizens.Whether it is perfect is playing a key role in city ,srising,Decline and change.With the development of China ,surbanization,it will strengthen Infrastructures construction and scale , so there is an increasing demand for capitals.Though many regionsin China have been taking multi一outlet channels and ways forfinancing,the effeet is not ideal. There is contradiction between limited regional Fiscal budget and high investment in infrastructures construction,and it will even be a Bottleneck to restrict the urbanization proeess.Therefore,as to urban infrastruetures financing, it ,san issue to be resolved as soon as possible.After the policy of reforming and opening has implemented in our country , the national economy develops rapidly, people'life improves continuously .Though many infrastructure facilities have been developed and constructed, they still can't meet the country's demands ,the lag of infrastructure facilities has been"bottle-neck"to restrain the economy's development.In a long period,the pattern of infrastructure facilities'developing is that the projects are constructed by central or local government,managed by state's sector after projected been finished. .Along with the demands increasing , if the projects are just invested by government, the infrastructure facilities can't meet the supply demands thoroughly. How to fetch in the non-state funds to invest infrastructure facilities is very important problem to be solved.The thesis will take ChangSha as aresearch object to analyze the issue of Infrastructures financing.It starts with the function and significance of financing,and Combins with the present infrastructures construction development and financing Situation of ChangSha .The article elaborates questions and reasons of ChangSha about Its narrow financing channel and small scale.Meanwhile,by the experience of other Cities and the status ofChangSha ,the thesis claims some countermeasures Infrastructures financing and supply a new thought that the city should fully utilize the Favorable conditions and take multi-outlet financing to broaden the financing channel.
