The development and demonstration effect of economic new area, an important support for speeding up regional economics and enhancing regional competitiveness, have important strategic significance for regions. The contradiction between economic construction and sustainable development of resources and environment is a considerable problem for the construction and development of current economic new area. Therefore, how to make scientific and reasonable planning for economic new area and to make economic system and resources and environment system achieve win-win situation are the focuses of current research.Taking economic development under the restriction of carbon emission as the target and basis, this article proposes a carbon planning method based on bilevel programming model for economic new area, aiming to grasp the outstanding issues of the construction of economic new area accurately and arrange economic construction under the environmental capacity reasonably, thereby provide scientific basis for social-economic-environmental sustainable development of the city. The contents of the paper are organized as follows:First of all, this paper makes a literature review of the bilevel programming theory, narrates the background and characteristics of bilevel programming model, analyses its application and problems, with the emphasis on the significance of its introduction to economic area development planning;Secondly, with the double requirements of rapid economic development and carbon emission reduction, this paper develops a bilevel programming model aiming to implement new economy area construction and development through the reasonable arrangement of the relationship between carbon planning and economic development, further to provide a comprehensive, scientific and practical planning necessary for regional coordinated development among society, economy and environment;Then, this paper puts forward the new concept of"full carbon efficiency". With the satisfactory result of its verification, author applies it to the sustainability research of economic new area development for providing scientific reference for the reasonable arrangement of carbon emission reduction work in the future;Finally, applying the methodology of carbon planning and optimization of decision support technology, this article conducts a study on carbon planning of Binhai New Area. Author uses Goldsim software to solve bilevel programming model of Binhai New Area Eco-city. The result shows that the model can comprehensively consider about the double demands of fast economic development and carbon emission reduction for the region, guarantee benign development of the place, thereby provide scientific basis for social-economic-environmental sustainable development of economic new area.
