Research On The Construction Of Expert Integrity System In Peer Review Of Research Projects

The national science-technology development plan for medium and long term (2006-2020) pointed out: by 2020, China's science-technology progress would generate about 60% of all the economic growths, major R & D investment shared in GDP increased to 2.5%. With the increasing investment and research fund, how to allocate the research resources and evaluate research achievements reasonably and fairly, to selectively promote the research projects and better serve the innovation-oriented country construction, peer review plays a basic role.The integrity of peer review directly affects the results and quality of research assessment. But the social and academic misconduct, experts'dishonesty cases are exposed, more and more people questioned in academia. Research integrity and academic discipline becomes hot topic which concentrated by the whole society. The construction of experts'integrity system in peer review is not only the supplement of research management theory, but also the basis of scientific integrity and technological development. It helps to shaping the social integrity and civilization.The thesis combines both quantitative analysis and qualitative analysis. Document study, comparative analysis, investigation, interview and simulation experiment are all used to analyze the statue of peer review in China, to construct the experts integrity system in peer review and make some suggestions for it.The influencing factors appeared to the experts'integrity and misconduct are firstly analyzed through theoretical part. More peer reviewed management measures of typical foreign scientific research management agencies are comparatively analyzed to offer experiences in the third chapter. The statues and problems of peer review and experts'integrity in China are described in the fourth part. The Ministry of Education and Tianjin Committee of Science and Technology are interviewed, quantitative analysis is made for peer review result of Tianjin. Simulation experiment analyzes the experimental subject with different conditions to make sure their different influence degree. Experts'integrity system in peer review of research projects was constructed in the sixth chapter. Some nichetargeting suggestions are given to perfect the peer review in China.
