Followed the economic society fast development, our country urbanization construction is entering a brand-new time. As the core content of the urban construction, the urban center region development which affected directly and had decided the level of urbanization development, was puzzled by the development pattern choice and the fund provenience to a great extent. This article which attempted from correlative theories, combined with the Tianjin urban center region development practices, and conducted the applied research to the urban center region development and the financing pattern.Under the overall programming, the urban center region development generally requires large-scale fund investment, which involves large-scale infrastructures construction, including expropriation of land, inhabitant's relocation and placement, the urban road pipe networks, public constructing projects and so on ,and finally forms the growth center to impetus the entire city's development through conduction and radiation. Based on such understanding, this article reviewed correlative theories, including land economic theory, city growth theory, urban center theory as well as region economic structure theory. In this foundation, this article has analyzed the present construction situation of domestic and foreign urban center regions, and summarized the general pattern of urban center region development, and combined with the correlative financing theories and Tianjin's urban construction practices, and finally has carried on the elaboration to the urban center region development and the financing pattern.This article believed that, the basis of urban center region development is the city overall programming, which in essentially is certain items of basic construction implementation. Therefore, according to the experiences and financing theories of overseas developed country, the financing pattern of urban center region development practicality and theoretically all must be established in project financing. In the pattern design, the pattern choice of project development has decided the financing pattern arrangement. In the financing origin, as the important source of funds of urban construction, the government finance which is influenced by annual appropriation of budget funds to a small extent, has been very difficult to satisfy the large amount fund of urban center region development. Meanwhile, the financial fund which is the free use, is easy to cause inefficient fund use and corruption in great numbers and so on.The main body of urban construction invest has been expediting diversification proceedings, and the function which the market mechanism displays has been increasing, and financing channel of the urban center region development has been opening up unceasingly, which bring out the diversification tendency of the fund source.In view of the above analysis, this article raised that the urban center region development should adopt the development pattern of"the government entrance - finance hatching - market exportation", and constructed financing pattern of the urban center region development thereby. In view of vice-city-center project analysis of Liulin Steel Factory in Tianjin, we may conclude that the financing channels of urban center region development depend on government as well as market. So that, the government should display the function of serving and supervising and management much further, and establish conditions to find market entrance for the project, and also carry through the essential financial hatching and make use of the market mechanism to broaden out the capital exportation. Therefore, on the one hand, the market for the projects can be cultivated, on the other hand, the social capital can be inducted to participate in the construction, which settle financing difficult problem of urban center region development in depth.
